Segers began his career in 1980 as a teacher, first in primary education, then in Ibo and ivbo. He obtained the MO certificates A and B in history and social studies and finally obtained his doctoral degree in History at the Vrije Universiteit in Amsterdam. During his studies he was also headmaster of a primary school in Boskoop and part-time history teacher at the teacher training college in Gouda. In 2005 he became general director of the PCPO Krimpenerwaard, a merger organization of eight primary schools.
In 1986 Theo Segers entered municipal politics. In 1989 he became a municipal councilor in Boskoop for the RPF/SGP faction (later CU/SGP), from 1998 to 2000 as faction chairman. In 1998 he moved to Bergambacht, after an appointment as headmaster in Schoonhoven. In Bergambacht he held administrative positions in public housing.
In 2010, Segers became an alderman in the former municipality of Ouderkerk. He remained so until 1 January 2015, when this municipality merged into the merged municipality of Krimpenerwaard. Until 2014, he was a member of both the SGP and the CU (before that of its predecessor, the RPF) and he says he attaches great importance to the cooperation between these Christian parties. In June 2015, the municipal council of the Overijssel municipality of Staphorst nominated him as mayor. As of 7 September 2015, he succeeded Joop Alssema there.
On 7 November 2019, Segers was nominated as the new mayor by the municipal council of Molenlanden. On 6 December, he was nominated by the Minister of the Interior and Kingdom Relations for appointment by royal decree with effect from 13 January 2020.
Segers is married and has three sons and a daughter. He is a cousin of former Member of Parliament Gert-Jan Segers. He is a member of the Protestant Church in the Netherlands (PKN).
